Positive crankcase ventilation (PCV) recirculates engine blow-by gas back into the combustion chamber. Purge control solenoid valve (PCSV) is a different device that controls vapor from the fuel tank. Just like PCV, PCSV also allows flow of fuel vapor into the chamber for internal combustion.
