I SEOUL U, what does this mean?

A friend of mine lives in Australia. An Australian asks my friend the question. What does this mean? Korea's public relations strategy is philosophical and metaphysical, so it is often difficult to understand without explanation. What do you think? How would you tell your foreign friends what that means?
